Help! My units can't move! Bug? Obscure Rule? :(

Hi everyone. I hope someone can help me, I'll keep it brief.

I'm trying to attack Catherine during the renaissance era. For some reason my units can only move 1 tile at a time through her territory! This is not from zone-of-zontrol o r because of terrain. I am moving through a large patch of grasslands and plains and she has no units nearby! Is this some obscure rule I don't know about? Some Wonder? At first I thought maybe it was Catherine's special ability, but her ability has nothing to do with this...

Anyway, I've wasted many turns and gold trying to invade her and I have to either load an old game or restart...

Wow, this is really powerful Wonder... This must be it. It's more-or-less impossible to attack her!

As for attacking her, one she has dynamite you will be able to move normally. Also, once you have Dynamite you can attack with artillery and it won't be as difficult.
 
Also, Great Wall does not affect sea units; so simply build a navy to conquer her coastal cities.
(Frigates; pre-built as the first naval ranged unit if you don't already have navigation + Privateers built in a city with Barracks + Armory so they start with Coastal Raider III)
 
If you have adjacent tiles to the Russian Empire: use your generals to make a corridor of your land to her capital.
