In civilization, a marine army must consist of IDENTICAL units.
Either all marine divisions or all marine corps. If you mix corps
and divisions in the same army you will loose the ability the to
invade. This is a bug in Civ, not the scenario.

Man, my first thought was to attack Palermo directly with that guy at about 50/50 odds. This worked out much better.
