That sounds like the same search path problem that Gary was having.

sunk 4 BB during the attack on Pearl Harbor, and 3 BB damaged 1 group fighters destroyed, a building destroyed
a group of lost Hiryu.
Midway shot with a destroyer.
Tarawa destroyed (unfortunately)
14. Army near Manila landed!

Hong Kong conquered (conquered)

from Saigon British 2 BB and 1 destroyer sunk

Sarawak; fleet has conquered the City and built a colony for oil!
Works more on oil dependency units (aircraft)

Guam Airport destroyed;
Guam Garrison destroyed!

Note to those who have played earlier versions of HOF:
In the single player HOF3 games I made some key small island
objectives such Wake and Saipan into cities. The reason for this
is that the AI will ignore any one tile island, even if it has an airfield
and is a VP location. By making them cities the the AI will go after
them.

I'm already working on merging the WW2 in the pacific files into the HOF folder.
 
One problem I'm finding in the single player games is the other AI civ
are frequently going to war with Nature and wasting resources to attack
Nature cities. I have 2 possible solutions I am considering:

1. For single player Axis games, make Nature part of the Allied alliance #1
(USA, Britian and Minor Allies), so the allies will never go to war with Nature.

2. For the Allied single player games, I can't just make Nature part of one
of the Axis alliances because then your AI allies would be constantly fighting
with nature. I wonder if setting the aggression levels to the lowest level would
keep the AI powers from going to war with each other?

Nature should be a non-player entity and to be realistic should be at ‘war’ with everyone. It is a natural hazard that affects us all.:)

All of nature's mobile units have hidden nationality so they can attack anyone.
The problem is, if the AI powers such as Britian which have a lot naval units
are at war with nature, they will use most of their resources to attack nature cities
and not attack the Axis powers. This is despite the fact that nature cities are
defended by very powerful immobile defense units which make them almost
impossible to capture. And also despite the fact that all of the nature cities are
located on bad terrain such as tundra or desert and none of them are victory point locations.

I think that is the problem. Barbarians also have a hidden nationality and the AI Civ's seak them out continually. That is why I listed Nature as a non-player Civ in my 'Defeat' scenario. Nature can then be friendly or at war with anyone and it seemed to work quite well.

It's not the hidden nationality units that's the problem, I fully expected both
the AI and human players to go after those nasty things (such as malaria & icebergs).
It's the AI civs getting into wars and expending huge amounts of resources in futile
efforts to take cities away from nature.

You did not have this problem of the AI making useless attacks on nature cities in
'Defeat'?

Not that I recall. I tested that scenario many times before releasing it and as far as I remember in the first few turns Nature attacked and took over several towns that had no defence but I don’t think that the opposing factions (there were two, Japanese and Siam versus the Allies) spent much time (if any) attacking Nature’s cities. Like you, I placed Nature’s towns off the beaten track without roads or railways. As the two factions were automatically at war from turn one, maybe they were too busy?:)
Is Nature a dedicated Civ in your scenario? Nature in ‘Defeat’ was the Mediterranean culture group and Egyptians in the Civilopedia. But only the AI played Nature.

Yes, nature is a dedicated civ and is in the Mediterranean group (the minor axis are
also in that group).
