If the US is about to invade country A by land, and wants said country to believe it will be by sea, leaking a few pieces of information to the press that would indicate preparations for sea invasion, what is the problem? If the US has 10 units getting ready and only tells the press about the 2 marine units, you could call that tactical deception. You could also call it a good idea. We've done it before, we'll do it again.
I suppose we could ask that our military never lie. They should probably stop breaking codes too since, "Gentlemen don't read other Gentlemen's mail." I prefer what we have, which is to me a way of saying, we'll tell you the truth, but sometimes we might try to decieve someone who will be trying to shoot at us. This is the kind of policy I would want any defense secretary to have, regardless of politics.
