How many cities per map size if Always Peace option is on?

I am trying to get better at Civ 4 and since I never like playing military I always play with the Always Peace option. I usually make 4 cities because of my exprience with Civ 5 but that is turning out not to work. How many citites should I make?

"As many as possible" is not very far from the truth.
 
Well... early game is about settlers+workers. Also of course something so keep them safe, but I think many players go way overboard with units. Most buildings are bad (granary is an exception).

So just blast both out ancient era, then focus on other stuff. and don't focus on the old buildings missed?

As a fellow former Civ 5 player... forget everything Civ5 taught: Civ4 doesn't increase tech costs just because you have more cities. Instead, expansion is counterbalanced by an increasing gold cost aka city maintenance. Much more reasonable and interesting.
 
If you're playing always peace, you just need 3 cities. Go for Culture.

Then again, I've never done culture, you probably want 6 so you can build the national wonders.

Does the AI adjust their build order in an always peace game? Or will Monty still spam units he'll never be able to use? Except vs. barbs I suppose?

This is what I'm wondering as well since I never tried this option. But AI can still use units to garrison cities if in HR. And I'm sure you still pay maintenance for units but the AI on higher levels doesn't pay much anyways compared to the human.
 
AI also spams units. They play their "character" and do not mind special settings too much. And for culture, 9 cities are much better, because you can build 1 cathedral per 3 temples and these are the most important buildings here.
I have only played one AP game (the last BOTM) so far and cannot tell anything about general approaches. I prefer Always War :)
