The quote "clean up their act" suggests that the citizens and their leader act with a common goal and in unison. That's not the way it works in a dictatorship unfortunately.
What's needed is democracy, and the west should push for this a bit more aggressively then we've done so far. Perhaps not start a war, but have a plan for each country and be ready to go in if they fall into civil war, which will eventually happen when one dictator want to take the power from the current one.
We should also provide security the way we do in Bosnia by having bluehelmets walking around and doing mostly nothing. A lot more is needed in countries like Afghanistan though, can't believe we let taliban and warlords roam free the way the do now. However, mere presence is underestimated.
Once democracy is secured, the country should be responsible for fixing its problems and help should not be given unless asked for.
Gotta say that I sometimes would like to redraw the map of Africa as well, to make borders go along ethnical lines.
