This is very frustrating. The announcement says my people are starving, but I can't see any place to do anything about it.

I build Orbital Hydroponic Gardens, and that is a joke, it has NO effect, my people keep starving.

At the point where people are starving, it isn't practical any more to build Colony Pods. There is no more fresh territory to build in, and colony pods are sitting ducks for enemy military units.

Will Kelp farms along a coastline beside a city on the coast feed that city, or will kelp farms (and sea mines, and tidal harnesses) only benefit ocean based cities?
 
Look up Sky Hydroponics Lab in the Datalinks. You'll see that these facilities don't always increase a base's nutrients. Kelp Farms should increase nutrients as long as the Kelp Farm is within the base radius.

Build Farms on rainy tiles and tiles with Nutrient specials. Note that in most cases, you can't get more than two nutrients from a tile until you have discovered Gene Splicing.

Build Recycling Tanks, Aquafarms, Tree Farms and Hybrid Forests to increase a base's nutrients. You also could build Crawlers and crawl nutrients from tiles. These tiles don't have to be within a city's base grid.
