1.660: Holy Toledo! Most of the country is dirt poor and completely corrupt. We're trying to squeeze our scientists for some Gunpowder, but there is, what, 1 library in the whole country, a handful of marketplaces, and a couple of luxuries. Ouch. The country has been through a lot of war.
The new administration, having no opinions about the Greeks one way or another, takes a fresh look at things and decides that peace isn't such a bad idea. A massive reconstruction effort is started. Courthouses, marketplaces, and libaries are started, as well as some workers in towns with maxed-out pop. The whole empire is managed with emphasis on building new infrastructure in the places it's needed most. We're broke, so temples can be rushed on the border maybe once per turn.
To secure the border, we sign an ROP with Greece, England, Sumeria, and Arabia. They throw in a few dozen gold for the opportunity to do some sightseeing in our third-world nation. We also sell Navigation to the Greeks for 29 GPT and they even pay 5GPT + 7G for our WM. Hehe! The Babs are going to capitulate soon, anyway, so we sign an MA versus the Americans with them for 2GPT + 11G. We also sign an MA with Arabia versus Germany.
We're running 80/20 sci/lux and will have Gunpowder in 6 turns, with some extra income for our treasury so we can rush some much-needed cluture in the Northern territories.
2.670: A bunch of workers are produced and quickly start mining. Our Southern miliary garrisons almost take Frankfurt, leaving an archer quaking in his boots. We settle Gergovia and Cataract, consolidating recently acquired Greek lands under our banner. The paper-pushers do a little bit more MM and promise Guns in 4.
3.680: We take Frankfurt with no losses or promotions. Germany still wont talk.
4.690: Construction continues.
IT: English complete Smith's. They're a juicy little civ. Gonna be fun to concquer in a couple of dozen turns. But not yet. Our empire needs work.

6.710: We discover Gunpowder and beeline for Metallurgy.
Germany is willing to talk, and they pay us 3G + WM for peace. We write an ROP as well, just for the hell of it. They share an island with England. When we're ready, we can choose one as an ally and sick them on the other, then we feast on the remains. But we need infrastructure, a modernized military (at least muskets and guns, if not cavalry) and some galleons first. If we land on our future ally's land before declaring war on the other, we don't even need frigates, because noone will bother our transports.
7.720: We sell Guns to the Arabs for Printing + 6GPT + 2G. If not from us, they will get it from the Greeks, who now have the same techs as we do. Lux is dropped to 10%.
8.730: The palace expands 5 times in a row. The people like peace. WLTKD in a bunch of cities, speeding up our construction efforts.
IT: America begs for peace, offering gold. We refuse, keeping our word to the Rotten Apple administration, such as it was...

10.750:England finally trusts us enough to pay 69 G for our spare Iron. We promptly rush a temple. Then we sell her Furs for 5 GPT. Both Germany and England now have access to iron and horses. I would't be surprised if they start going at each other even before we're reasy to join the party. There's a puny little boat making its way around the Southern tip of the continent that we mght be able to use to ferry some troops over there. Who knows 2-4 knights just might be able to do some damage.

Since they are actually playing a 4CC (IIRC) any units we can make them lose before we can really land is a good thing, as long as it doesn't cost us too much. When I landed the knights, they attacked with MDI, LB, and even a pike.
