So, the wiki tells me:
iCollateralDamage The amount of collateral damage (in percent) that the unit deals.
iCollateralDamageLimit The maximum amount of collateral damage that the unit can deal.

Which seems, at best, redundant. Then I look at these values for the catapult, and its iCollateralDamage is 100 with iCollateralDamageLimit at 50. So... it deals 100% damage with a maximum of 50% damage? Huh?

There is a thread, search for combat explain.
Anyway, cd limit is the health minimum of your target, if your target has health lower than 50%, your cd won't do any harm to it.

The iCollateralDamage is not a percent of damage inflicted. It is a percent of the unit's strength to use in the collateral damage calculations. So a catapult uses 100% of its strength rating of 5 in the calculation to determine how much collateral damage to inflict and it can not damage a unit that is already at 50% damage.

Yes, that setting will kill a unit.
