It was obvious the guy was stupid when he basically said: "give me your IP address and I'll jump down your computer's throat."

A simple whois of unregistered users would've been the smart thing to do.

Which is why registering your nick on IRC servers is generally a good idea - if the software is decent enough, it hides your IP address.
