Builders seem pretty pointless and just clogs the screen. At least one other person has thought the same.

So instead, if possible, move the improvement action to the city screen instead. Actually makes lot of sense when you do all tile management in that screen anyway. Including districts, tile buying, citizen assignment. Only thing left is improvement. Unlike the former workers that stuck around, since builders disappear eventually, really pointless to turn them into units that clog up the already cluttered 1UPT map.

If this is possible, the mechanic will have to be rethought from the ground up. i.e. the cost, the interface, the civ and leader ability, and AI handling.
 
That is what Call to Power called "Public works". You could probably make improvements buildable like wonders or districts,and for a cost, then rush them with gold for instance.

Cost is easy: assuming you're not doing any rebalancing, improvements start out at 1/3 the cost of builders and scale the same way builders do. Interface is tedious, but easy: add a new item below the Districts section called "Improvements", have them work the same way districts do regarding tile selection for location. Civ and Leader ability is easy: adjustments to builder charges instead become multiplicative production discounts on all improvements, and abilities that let builders help out with district/wonder production instead just enable one-charge builder "UUs" whose only role is to hurry production. AI handling will be hell because behavior trees are hell (as of now). Overall mod idea is currently impossible to implement because it would require changes to CvGameCoreDLL, and that source code isn't looking like it's getting released anytime soon.
