This area was historiclly ran by us, because we're were the only ones capable of clearing out the swamps. Now that Panama is in anarchy, we want to secure our trading interests, and have the lands our ancestors died for because of diseases, just so trade between nations would become easier.

I counter propose to turn the Panama Canal into neutral land that won't be under the jurisdiction of any country. It's way to important to shipping to give it to one country.

You have my word; it'd be pointless to send Marian troops into a meatgrinder, which Maryland proper is liable to become. The sea is where our power is at, and so that is where we will be keeping our soldiers.

Ah, I guess I'll bend. The Suez Canal will become neutral land (this being SOLELY the Canal, no land around it, not even an inch, only the Canal and all buildings associated with it) IF AND ONLY IF the proposal for the Panama Canal neutral zone is successful.

While we don't know anyone in their right mind would not want to re-join us, we'll agree. We also do two things to Maryland:

A) This is your last chance to surrender to us. If you do, we'll pardon you and your leaders, and may continue your rule over your colonies

B) If you refuse, we only want Maryland proper. Once the inevitable occupation starts, we'll try to find your leaders and arrest them, but we'll leave your colonies alone.
