Japan has proven itself wholly dishonourable, unreasonable, and untrustworthy in every matter except its willingness to pursue unilateral aggressive action. It has repeatedly defied United Nations authority and shows no inclination to co-operate through any other recourse than threat of force. Nevertheless, the United Arab Republic offers the Government of Japan one final opportunity to stave off international war and begin the slow and arduous process or restoring its international reputation by agreeing to the following provisions:
  • The outlawing of territorial expansion beyond current borders;
  • The resignation of current Japanese administration, prohibition from future political life, and election of a new government;
  • The limitation of the Japanese military to 250 000 active personnel for the purpose of home defence.

the Roman Empire protests the last three points. it is too extreme, even for japan. we are obviously willing to side with the UAR, but even we must note when demands are impossible.

the Roman Empire mobilizes for possible war against japan.

in particular, the Emperor orders the construction of light carriers, to supplement the Constantinople, and addtional ships. the Armies will be ready to ship out to Vietnam when or if War is declared.

The Roman Empire must realize the pain Japan has inflicted upon the UAR and people of the world. How will we tell the mothers of the soldiers who were killed by Japan, without provocation while helping and feeding people. With such a regime anything other then the said terms is not worth the martyrs blood.

of course we realized it. however, these demands cannot be accepted, even if they could be. Japan would never allow it, thus making war 100% possible.

Also, in view of recent events, the Indo-Persian kingdom begins mobilizing it's military forces. A war in the middle east by japanese forces seems completely possible, and the Indo-Persian Kingdom might be dragged into it.

The Republic advises Rome that as UNVIFOR headquarters in Ho Chi Minh City comprised command personnel from all participant countries, Japan's invasion of the city can be construed as an act of war against all UNVIFOR sponsors.

well then the war isn't possible. it already happened.

Japan has long put up with UAR aggression. The time to end UAR imperialism has come. On to Cairo!!!!!

Japan also wishes to note that the UN rules of war will not be applied and Japan shall make use of any weapons needed to achieve victory.
 
The Indo-Persian Empire leaves the GEACPS since it might be a tool for japanese use. It also begins the construction of naval batteries across the Persian Gulf and issues a warning to Japan:

Should you inhuman beasts dare enter the Persian gulf, we shall initiate hostilities and backup the UAR and Rome.

A naval battlegroup has been deployed, fighter jets and bombers are now patrolling the Persian Gulf in case of the warning being ignored.

EDIT: Also, all japanese nationals are put in strict vigilance, the ambassadors from Japan have been kicked out and the ambassadors in Japan returned home. Also, Indo-Persia issues a veto against trade to Japan and Vietnam.
 
Roman Military Mobilization

because a war aganst japan will undoubtedly involve massive naval warfare, it is felt that one carrier isnt enough, but we cant build and maintain more Constantinople type Aircraft carriers. too expensive. therefore, we will focus on building light carriers, and their escorts.

we should have 9 light carriers, and 20 additional ships ready to sail for Vietnam (and then on to japan) by next season.

100,000 soldiers of various types will also be ready to ship out.

(for the record, total Roman Military forces is 120 ships, and 300,000 soldiers. so by next turn we would have lightly less than half of our army and half of our navy fighting japan.)

We can make some!

we'd like 11 of These aircraft carriers, modified to fit current standards, and be powered by thorium reactors, which is currently en route to you. the cost should be around 100 million each. if its any higher, the Empire will pay the difference.

of course, the Roman Empire is open to better designs for light ACs, as our records are incomplete.

(OOC: i know the designs are like 150 year old by now, but i couldn't come up with anything better.)
 
It was past midnight, but if it had been midday it would have made no difference. Under layers upon layers of reinforced concrete, Rear Admiral Kaur was conferencing with the Commissary for Supplies of the Malaccan Federation, Hua Ru, and the Navy Admiral of Malacca, Tirto Dian Wahyu. All night long they had been discussing the needs of new vessels and materiel, but the conversation was reaching its climax. Surya was the first to raise his voice.

“I don’t care if we don’t have the funds! Cut someone else’s budget! I cannot wage a war on Japan without proper equipment!”

Mr. Ru tried to calm him down and repeated what he had been saying all night long.

“We don’t have the resources or the capabilities to build such a vessel. An aircraft carrier is beyond our possibilities.”

“We can buy it! Order it from someone who does have the capabilities. We’ll focus on the Arrow Project. I need to have that vessel under my command in Vietnam as soon as possible.”
“Arrow is still far from completion. Engineers still want to run tests, and the reassembly itself will take at the very least a month working full-speed. Sea tests will-” Hua Ru was suddenly interrupted by Surya.

“No sea tests! The engineers have the blueprints. We can develop our own Arrow from them. Order immediately its reassembly and launching. We need everything we can afford to throw at them.”

Only now did Admiral Wahyu speak. He spoke calmly, but his tone revealed a concealed threat to the career of the newly promoted Rear Admiral.

“As you just said, admiral, we need everything we can afford to throw at them. We cannot throw at them what we cannot afford. The Singapore is the closest thing to a carrier you will command for some time, but we can purchase vertical take-off craft. We will get Arrow back to the sea within a month. The planes should be here by then. I authorise you to launch a single operation before sailing back to Malaccan waters.”

“I will make it count, sir.” The Rear Admiral appeared as smug as he had been just minutes before the Borneo raid. “I always make them count.”

...the Roman Empire can construct such a vessel for you. its the same design as the Constantinople, but we can modifiy it to suit your needs. obviously, it's not free.
 
Eire declares war on Japan!

All home forces are hereby on full alert, including the Home Fleet, which will patrol the North Atlantic for any Japanese submarines attempting to hit the West Coast of Europe or North Africa.
