There's always the possibility that Frederick will be in the base game without a Germany for him to lead.One of the modern ideologies is also Fascism, so one would think that they would also put the nation most known for that in the game, unless they pull a fast one and have modern Italy.
The English language and Democracy is already covered by America, and geographically Britian is covered by the Normans in the Exploration Age. Sure you could count the countless other territories of the British Empire as well, but I don't think that's as important considering those places already are covered by America, Mughals, and Buganda in Africa.
Based off of the screenshots we've also seen what looks like a Prussian commander, so I feel that all things point towards Prussia/Germany in the base game. Not to mention we probably know of Frederick the Great to be in the game based off a leak, which also had Catherine. Plus, Catherine will probably want to go into Prussia/Germany as well as one of her historical choices.

In general I share the sentiment that lack of Britain is extremely disappointing. This is only game of course, but we could expect some basic respect for the lore. If you make a game around 1750-1950 and you ommit the Britain, yet you include some unneeded civs like America or Germany then it just does not feel right. America has 3 leaders. It is like a false note.

Interesting enough none of the series "mascots" are in the game yet. That will most likely change in the DLCs. I expect someone like Elizabeth and Montezuma to potentially show up with their civs release (Aztec and British). Alexander would make sense for Crossroad of the World, maybe Genghis? Gandhi is the only one I'm not sure about. I also expect Shaka down the line but not anytime soon.Yes, and yes.
But in a game with Machiavelli, José Rizal, and Harriet Tubman, this is the one civ game where Gandhi doesn't stick out like a sore thumb. I also would like more variety an interesting new leaders, (but even in this we got usual suspects like Augustus and Pachacuti) but I bet Gandhi will make it in eventually.
