Well, Venezuela encouraged the anti-Castro exiles, many of whom were flat-out terrorists, to operate there during the Cold War. They even hired Cuban exiles for their own intelligence service, while these same exiles were blowing up airplanes and killing Italian tourists in Cuba. So this isn't really a new thing. Though having a non-state actor like Hezbollah involved might be.Yes, but this time it's with the explicit encouragement and cooperation of the Venezuelan oligarchy.
