The Free flow of Information comes at a price.
Most people don't know where the information comes from. They sit at their computer refreshing constantly hoping to see a new post on some forum or in some on-line game but they don't see the true nature of the flow of information. Deep pipes running under the sea from continent to continent, the veins and capillaries of the information age carrying that precious blood of electrons.
In the late 21st century however the people of South East Asia were well aware.
The South China Sea was a focal point of the flow of information and as it came in more demand those who could control the sea could control the flow of information. Information barons would issue tariffs backed up by the threats of cutting the cables. Amongst these the coast guards of the East Asian Nation states would make a small amount of money off the side this way. One of these such groups was the Manila Port Authority. Manila was a hub of the transatlantic and East Asian information networks and the port authority had an iron fisted grip on the harbour area.
The port Authority soon showed itself to be dominant in the game of information flow and soon began to spread its influence further into the Manila government. The head of the port authority earned himself the nickname the
Bishop of Light, standing above all the other information barons, as his influence in the government reached the stage where he effectively controlled the city's municipal government. Soon after he used his influence to facilitate a merge of the Manila Port Authority with the Luzon Coast Guard.
In the following decades the Bishop of Light extend his influence further throughout the democratic government of the Philippines until the nation state itself was little more than a shell occupied by the Combined Luzon Coastal Authority.
However at the turn of the century a crisis arose as the Bishop of Light died of old age. Legally the job of the Head of the Port Authority was decided by the Municipal council of the Philippines but the various other coastguard departments that had been merged were appointed by the Philippines government.
Two of the Bishop's lieutenants stood as the Governor of Manila and President of the Philippines. Both of which wanted to see themselves as head of the Combined Luzon Coastal Authority. A short and brutal war broke out known as the
1st Philippine Information War. The war ended after the Governor of Manilla's information blockade of the entirety of East Asia caused a group of other nation states to organise an effort to support the President and and invasion fleet was launched that took over Manila.
The peace did not last long though. Both the Malay and Indonesian contingents sought to control the city and its vast strategic value. And within a month of the 1st war began the
2nd Philippine Information War. The long and brutal conflict was mostly fought in Borneo and the surrounding seas and the Philippines themselves remain relatively untouched. Meanwhile the old president of the Philippines now also Head of the Combined Luzon Coastal Authority was building up his forces once again.
Similarity to his predecessor he had been nicknamed the Cardinal of Light, first among the information barons. However unlike the Bishop he took his nickname and ran with it, creating an apparent cult of personality. The invocation of the world Cardinal soon became feared throughout the Philippines. Portrayed as almost god like he ruled autocratically, his authority backed up by the threats of information blackouts and the horrific work camps.
The War finally dragged to a halt and the Malaysian navy sailed into Manila expecting a warm welcome as victors in the war however the Combined Luzon Coastal Authority met the ships with a fury unexpected by the battered and tired Malaysians and their entry was barred thus beginning the 3rd and final Information war. A total information blockade of Malaysia and the Coastal Authority's early victory in Manila Bay put an expedient end to the conflict.
Using the momentum he gained from these victories the Cardinal began to bully the surrounding nation states into submission, gaining control of their coastal authorities too. Living in the carcases of these East Asian States the Combined Luzon Coastal Authority now renamed to the simple
Manila Authority, had become almost a nation in itself ruled iron handedly by the Cardinal and fast becoming an economic and information hub for the whole of South East Asia.
In 2188 the Cardinal, unbeknownst to the public, passed away and control was discreetly passed to his most powerful lieutenant. To most people in the world there was no indication there had been a change leader. Taking on the mantle of the Cardinal of Light the lieutenant simply slotted into the place of his predecessor filling the gap in society that no one knew had existed. For all intents and purposes there was never any change in leadership. The Cardinal of Light had become the perpetual head of the Manila Authority, the leader of the Philippines and surrounding states, and the most powerful information magnate on Earth.
Description of Society
Oppressive but Open the society of Manila and the other locations within the Authority's control represents both ends of the scale. Information freedom is held as a human right the cost of the freedom of information however is not. The national tax known as the
Information Tariff is how the Authority generates its income along with some other smaller ventures such as its control of the fishing industry.
For the ordinary citizen life can seem very free and liberal. For most aspects of life there are few laws and restrictions and those that do exist are not regularly enforced however information crime including the setting up of cables without an Authority permit are mercilessly prosecuted and any voice against the Authority is quickly silenced.
Nearly all industry and services are privately provided the only real services provided by the Authority being law enforcement, internet access and the military protection. These is however a sprawling bureaucracy to deal with information flow. A large proportion of people are employed by the authority to keep the information flowing to the right people at the right time. Internet cafés are the most common sight in the areas controlled by the Authority and all of them are run by Authority personnel. Because of the hard to control nature of private information flow private permits are nearly never given so the Internet cafés are the hubs of this society where information is king.
