The government of the Australian Arcology is announcing interest in foreign investment and loans. All offers from foreign banks (OOC: Nations) with interest of less than or equal to 1% p.a will be considered. The amount loaned out and the date of repayment is negotiable.

1. Can we transfer fractional EP between countries?
2. Am I correct in assuming that we can spend EP that we get borrow domestically the turn we borrow it, but we have to wait until next turn to spend EP from other players?
3. Is there some sort of rule of thumb we can use to determine how much we can borrow before defaulting (reaching 100% interest)? Our GDP? Twice our GDP?

To the states of Africa (Southern African Development Community, West African Conglomerates, Islamic State of Egypt, People's Democratic Kingdom of Libya, Republic of Pambazuka)
As we piece together our nations in this broken land, so too should we reestablish our ties across this great continent. The League proposes that the states of Africa mutually reduce trade restrictions to 15% with one another, allowing for our citizens and companies to form stronger inter-state relations.
Together, we can raise Africa out of the ashes.
OOC: Is there any guidelines for how much we should spend on education? There's no stat for it, as far as I can see, so is there anyway to tell how effective our education spending is?

- The Neo Roman Empire has an rather liberal economy. Most privat enterprises are free, as long as they don't colide with the goverments interests.
High-Tech industry and weapon productiona are completly under goverment control, just like most infrastructure.
Abridged History:
Most of Italy was defestated by the Great War, cities burned and goverments fell faster than they could be formed.
But while most cities were flattend, Rome, the birthplace of western culture survived, protected by its restored and improved city walls.
But while its walls and soldiers protected the city, those within the safety made little effort to improve anything.
Organized crimes and corrupt politics suppresed most of the citizens, until finally in 2100 a young commander turned the soldiers attention towards the city.
Inspired by the stories of th glorious, ancient roman Empire, he gatherd followers and soon overthrew the corrupt system which had supressed the people for so long.
His soldiers declared him emperor and he drafted a new consitution, based on both ancient and liberal ideas, the Neo Roman Empire was born.
It soon expanded throughout Italy, but faced one problem, a lack of rare materials, so they crossed the Adria and founded their first province in Bosnia, which provided them with what they needed.
Description of Society
The Empires society is very differce and open, while their is a clear division between two groups.
The citizens and the non citizens.
Citizenz have all right people in liberal democracies have, they can vote and be voted into office, they have the right for free speech and a fait trial.
Non-citizens a few less rights, they can not be voted for and they are not allowed to call to the Supreme Court and their possiblities within the military are limited.
Citizenship can be earned if at least one of your parents is a citizen or if you served in the Legions for at least 12 years.
Most people in the empire tend to have rather socialist political views.
Culture
A mixture of ancient roman, modern italian and much more, the Neo Roman Empire is a melting pot of cultures.
Everything is allowed as long as it doesn't break the law or threatens the state, religion, sex are privat topics and interest the goverment very little.
Equality between men and women is normal and the military has an immense high prestige, uniforms and military behavior are very popular but not dominant.
The average Citizens tends to be a bit arrogant towars "outsiders" since they see the Empire as the height of human developement and culture.
Augmentations are not really popular or wide-spread, many purist within in the goverment argue against too much use of modifikations.
Infrastructure
Infrastructure was hit hard during World War III, but following its ancient traditions, the Empire improved Infrastructure whereever it went.
The "Province" has excellent streets, but only mainland Italy has the best infrastructre like Transrapid-trains.
Aerial and sea transport are rather conversative, VTOL-transport planes,trains and ships use algae fuel.
Industry
For a long time the roman industry had one major problem, lack of raw materials.
Except for some quarries, some old iron mines on Elba and bit of coal, there was nothing worth mentioning in Italies soil.
But thanks to the recent eypansion into the Balkan, the "Province" now provides enough minerals for the Industry to produce massive amounts of goods, both civil and military, esspecially their infatry equipment and battle tanks are well known for their quality.
Military:
The Imperial Legions:
Founded by the first Emperor followers, the legion are the well trained and equipped standing army of the empire.
Made of wel drilled infantryman and masses of armour, they are very convetional but still deadly force.
The military is very loyal towards the Emperor, and has no problems with crushing rebellions or riots in his name.
They normally don't use very advanced technology and prefer reliable tech weapons like Railguns, convetional Tanks and heavy artillery.
They are very skilled at building field defences and always fortify their camps in hostile terretory.
Its open for men and women.
Roman airforces relys on VTOL-Planes and stealth technology, but also uses rather conversative designs.
The navy relies on powerful cruisers, versitile destroyers, fast attack submarines and cheap patrol frigates.
It currently posses no carriers, but they are currently developing something new to amke up for this.
