Persia has seemingly expanded haphazardly into neighboring regions. However, this came with a purpose: Persia now holds the largest variety of rare trade goods, and yields as much opium every year as both Shanghai and Malacca put together. As such, Persia announces it shall buy XPs from other countries in exchange opium, other trade goods, and/or money each turn. Only 2/3 of Persian opium shall be available as trade goods: Persians shall always have a guaranteed supply of the amazing narcotic for personal use.

Darius is only expanding so far north as to gain a supply of timber, and assures its future northern neighbors that it is as far north as Persia ever plans on expanding.
