On another note, I'm rather surprised at how unpopulated Europe is; I expected it to have a lot more people in it. I was originally contemplating making Bavaria, or the Papal States (Gamez beat me to it), or France, for some early game excitement. I decided against them because I expected Europe to be massively overpopulated.

(sorta justified as it was the HRE who ruled Germany at the time, and their capital, according to Paradox Interactive, was in Austria/Hungary)

Firstly, there is no "capitol" of the HRE. It was a confederation of various independent states. Although if you had to pick one, I would say it would be Aachen, scince that is where the emperor is crowned.

Here is the historical flag of the HRE:

And heck, even the modern flag of Germany is better than the one currently used. The colors were somewhat based on the HRE.
