Hermino Garcia, honorable leader of the Exiled Spanish Republic of Yakutsk, has issued the following decree concerning womens rights, communism, zionism, and Saiorse protection.

The Royal Decree of Hermino Garcia, as issued the year of our lord 1894.

All women of Spain who have reached the age of majority, are hereby given the right to vote. Simmilarly they are given the right to property and may not be discriminated against in the work place, all employers must provide a valid reason to not hire or fire a woman. When a woman or a man for that matter, commits adultery or otherwise violates the marriage contract, her marriage is annuled by the ecclesiastical courts, and for all intents and purposes is divorced by the secular law of this country. Women may pass down inheritance through their line, however only if there are no males in that generation in the royal family. Women however are not given the right to terminate any pregnancy, even with the consent of the husband. Pre-Marital relations are to be evaluated by the courts per case. Women are not allowed to be conscripted or otherwise enter the armed forces, for the sake of our fighting men.(Option 2, Support Women's Rights)

All parties deemed as communist parties must turn over a list of their membership, and will not be allowed any public office. Socialist parties may run for positions at a local level, but must turn over a list of their membership. If any communist or socialist becomes too radical or attacks the state, they will be imprisoned for an indefinite time. No company will be allowed to turn any one away for not being a member of the labor union or paying dues to the union. Any attempt at revolution against the Republic will be punished by revocation of citizenship and imprisonment. Liberals are exempt from these laws, and any discrimination against them will not be tolerated and will be punished to the fullest extent of the law with an additional charge of persecution.

All Sephardi Jews present in Yakutsk are required to leave for Israel. From there they may go anywhere they like, but will not recieve state funding. Any beatings, killings, or otherwise infrigements of the human rights of a Jew will be punished to the fullest extent of the law, and will be lumped together as persecution, now an illegal activity in Yakutsk. Persons of the Jewish faith are not permitted to enter Yakutsk unless they have famillial relations in Yakutsk, as this would simply be free-loading on Yakutsk tax-payers.

Regarding Saiorse protection of our state, there may be no tolerated dissent. Dissent against Saiorse or their Yakutsk representative will be treated as Slander and Libel and punished as such. The fruits of protection by one of the most industrialized countries of the First World far outweigh any risks. They have promised much, and we hope they can fulfill that promise. Remember, Saiorse is a nation of refugees, much like us.

L'accord de la Grande

On January 15, 1894, the Imperial Russian Empire accepted and signed the Charter of the Accord, making them a full member in the Alliance. The entrance of Russia has been planned since shortly after they dissolved the Baltic Alliance, in which the only remaining member was themselves. Almost all of the old world is now a part of the Accord, and a substantial part of the new world. How this affects the UNA however, is currently unknown. Negotiations for Russian entrance have been ongoing for some time, and this brings added stability to both Russia and her neighbors.

There is concern however of the communist threat in Russia, some Accordian states have offered assistance to Russia to combat the threat, however Russia assure them that she can handle it. Many members worry about the threat of war with either Russia or the UNA in the near future, and this calms many minds. I know that I for one will be getting a decent nights sleep finally.

The Accra Accord​

March 31, 1894 – Today in Accra, Ghana representatives of the three greatest nations of France, Saorise and Swaziland met to discuss the overall disposition of their territorial holdings. Agreements that were made in the wake of the British invasion had been flushed out and some significant changes to the governance of several territories have been made.

A representative of these leading nations announced a new agreement, signed here today by these three powers. The agreement is called the Accra Accord in honor of the signing location and has the following main points, all three of which are effective immediately:

- The territory of Iceland and Greenland is to be transferred to the Republic of France.
- The territory of Guinea is to be transferred to the Democracy of Saorise.
- The Gold Coast territory is to be transferred to the Democracy of Saorise for a payment of 15IC to the Kingdom of Swaziland.

All three of these territorial changes were met with great support by their citizens. It is generally viewed that the change in leadership will bring stronger government oversight and significant economic development to some of the least developed lands in this part of the world.

The year, 1894, the place, St. Petersburg, the event, Russian entrance into the Accord. Felix Faure played a key role in gaining Russia as an ally. Russia secured a key flank in the Accord, and now almost all of the Old world was Accordian. Perhaps one day the whole world might be part of the Accord. However, for now, President Faure will have to be satisfied with just Russia. The event was so significant that a new bridge was commissioned in Paris to mark it. Named Pont Sharuminar, after the first Kan, the bridge signified that finally Russia and France were friends. Who knows what they may accomplish together? Only time may tell, I suppose.

That isn't the only thing going on in Paris though, as the whole city is buzzing with activity to prepare for the Worlds Fair in 1895. There will be an Olympic committee to discuss the first Olympics, in Athens in 1898. The Diesel Engine will be on display, and there shall be a huge science fair for all nations to show off their many wondrous achievements. The Eiffel Tower is coming along nicely, and should be completed in March, while the Fair opens on May 15, 1895, and will close on November 25, 1895. The tower will serve as an entrance for the main portion of the fair, while Versailles and the Musée du Louvre will host many of the more "cultured" attractions. The European Parliament will move permanently to Palais Bourbon, famous as the Presidential Palace of Napoleon II. The Seine will host some of the naval attractions, and offer a riverboat ride to take people to Le Havre to see the fine Russian cruisers.

While the Worlds Fair in Paris might be all fun and games, the world of international politics is getting trickier and trickier. France has fallen to a definite third place in the world, after her staunch allies in Africa. However, President Faure might just have a few tricks up his sleeve. For now, only the President knows what he is planning, but I am sure that the entire world will know soon enough. One thing is for sure, heavy investment over the years into technological research and military development is beginning to bear fruit. The howitzer, along with the proper doctrines, has once again propelled the Grande Armee to the top. The Republican Navy has almost completed it's modernization program, the final part of the 10-year plan. The hulls of the capital ships all must receive reinforcement though, to match the strength and survivability of other navies.

Massive industrialization of the other parts of the Republic continues, and soon the whole of Western Europe will be as developed as France proper. However, that is not all. With the signing of the Accra Accord, Frances rather profitless foray into African Colonialism has ended. With the Addition of Iceland and Greenland to the Republic, all of Europe will once again be in European hands. Perhaps one day all of Europe may be united, and then move forth to lead the world.

However, Felix Faure's largest victory has come internally. The old laws regarding presidential terms have been scrapped. Instead, a new law has been enacted, still keeping the maximum time for a president at 12 years, but creating a six year term. Parliament could now only call a premature election three years after a previous election, and it required a 60% vote. In fact, 60% was standardized throughout the government as the necessary amount of votes required to pass major legislation. The European Government however seems to be faltering, failing to equally provide for the needs of its members. The French Parliament has had to step in several times when Presidential efforts to reach a compromise alone have failed.
