This gets asked every new Civ game.

Hitler will never ever ever be included as character in a Civ game, nor should he (modding notwithstanding). The sheer amount of controversy that would result is good enough reason to keep him out.

May I suggest an evil leader who somehow manages to enjoy a decent reputation in modern times: Andrew Jackson.

That really depends upon who you ask... there is a reason that Jacksons are becoming Tubmans.
