Is it a possible combination?

Is it possible to win such combinations? Although being Inca and Small sized maps...and Epic.

Highlands is a all land map, this it will resemble to a standard sized map...

Discuss.

 
I know that is HoF, but let's forget about max # of AI's and assume the standard 4 ones.
 
If you could generate a map with a good choking point, it's nothing more than a tedious work.;) Each 1 more open direction means double difficulty.
 
If it says 'Any', couldn't you just add, say, Gandhi as your only opponent?
 
Choose opponents that do not have protective, aggressive, creative or imperialistic traits or resourceless unique units. EDIT: Also avoid AIs with starting technologies of Mining, Hunting or Agriculture to ensure all AIs must complete at least two technologies to reveal either Horse or Copper or use Slavery or Forest Chopping. However, this results in only Isabella, so we must remove a restriction, say hunting, which provides us with five AIs:

Alexander
Boudica
Brennus
Isabella
Ragnar

Promote to pillaging/choking quechuas to Woodsman II for foolproof worker poaching via jungles/forests.

Send a quechua to each Civ to pillage all improvements and then choke it. Next, create a quechua SoD that eliminates each Civ one after the other. There is very little chance that the AI will be able to improve any resource, much less a strategic resource. Remember that this is Epic speed, so the quechua unit will have a really long usable life span that is further extended by pillaging/choking. Also, generate maps until you get one where it is relatively easy to win.

It should be possible to win this game even after changing the game speed to normal or maybe even quick. The quechuas can be built faster on quicker speeds and AIs can be pillaged/choked just as effectively, although it may take too long to pillage/choke the 3rd or 4th AI (is able to finally build an Axeman or Chariot).

There are minimum and maximum numbers of opponents written down in the HoF rules, so it's not legit to play a 1 vs 1 for example.
