It's nothing - it's a somewhat well-known piece of digital art (I think) that's been circulating online for a while.

Thanks guys, I'd not actually seen it before, and with it being posted with the review, I had to ask! It would be surprising to hear of another wonder already given that we already know six of the eight!

If it's been around before, I guess that answers that. Otherwise, I was going to suggest that it was a clip from the intro movie to the game.

It's a personal artwork by Radoslav Zilinsky and has nothing to do with any game. The original can be seen here on the artist's DeviantArt page, and the uncropped version shows much more of the futuristic city on top: http://radoxist.deviantart.com/art/Worth-enough-73247873

I'm sure both Radoslav and Firaxis are thrilled that this artwork is being used to represent a game it has nothing to do with.
