Issue with modbuddy and actions

So I'm trying to create a mod to add a Germany/Scandinavia/etc. faction into the game.
So far, files set up, basics looking alright-ish...

Apparently I cannot select any files, despite having several.
Hence, a few questions

1. Am I an idiot for not noticing the solution to the issue?
2. How do I solve it?

Did you rename the file? When you rename it, you have to rename it xxxxx.xml instead of just xxxxx.
