Jewish URV not triggering

I thought I'd finally made the Jewish URV with Rome (Monarch/Normal 1.16) - my previous Greek attempt "failed" because the culture win triggered earlier - but it seems the Diaspora check failed to trigger.
All my 6 vassals are friendly and with a Jewish minority, but alas ...

Hey, sorry for this issue. I remember fixing this in one of the updates after 1.16 was released. So currently this URV only works in the git version.
