Clearing some things up:
A fleet can hold 4 armies.
Two enemies can not have their fleets be in the same sea with eachother without a fight, UNLESS it is the first turn of war. So, for example, lets say I had fleets in sea A and I attack Bob who has fleets in sea A as well. Unless I order my fleets to attack his, the fleets will not attack eachother until next turn. BUT if Bob said he wants to defend Province 1 with his fleets in Sea A from an invasion, and I send an invasion, then his fleets will react accordinly. That make sense?
