OOC: Azale, you spent 5c more then you had, so I just ignored one fleet. Naervod, you were also short six, so I didnt build 2 armies that didnt seem important.
TOWNS
You may now build towns. Towns make you a certain amount of money, according to your income before I take upkeep and banking costs into consideration. They cost 20c. For countries that make 0-50c, the town makes you +10c a turn, from 51-75 it makes you +5, and from 75 and above it makes you +3 more. You must say where to build you towns, there is no limit to the amount of towns you can have in one province. If a territory that contains a town is captured, the town is captured and not destroyed. Also, if you have say 3 towns and they each make +10c cus you are making 30c income, and you gain a couple provinces and your income goes to 59c (above the next limit for +10c) then you towns will revert to +5c a turn.
