As of right now (stone age), you only know of what is within your color line. To build a new settlement, you have to move and explore the new lands, then build. That means you must send your army there and explore a turn before you build a settlement. So of right now, you can't build until at least turn 2 update. You may be thinking that this is way to slow, but it is realistic to be in the Stone Age, and I want to keep it realistic in Stone Age.

alright, i'm joining as Russia AGAIN. jason, i think it would take quite a bit to get me to the point where i dont join a new game type. especialy one that looks like its a board nes without the province borders, lol. ;)

Notes: i thought i'd put the "starting story" here, but realized that in a while it will make no sence.

During most of the year, the roaming hunter tribes that will become Russians were happy with their life style. However to survive during the frigid winters they were forced to build a settlement to which to come 'home' to warm up after a cold day of hunting.
By general concensus of similar grunts, the hunters decided that the best place to make the settlement was on the shores of the river (later to be know as Moscow River). A few crude huts were constructed as the first snows fell and 1 of them was quickly burned down when someone tried to get a fire going inside.
The fire was started and kept outside, with the huts being lined with as much fur as could be hunted down (literaly).
The first winter of the settlement was a success. Only 10 hunters and a few women died of cold (well one died of burning to death, but that dont count).
During following years, the Hunters' lives didnt change, they kept hunting as always. The women, however, spent the time in a large group, as apposed to the small cave families they used to live in. This new community living forced them to develop a better form of communication. The women quickly became considerably smarter then their male counterparts, and became the rullers of the Tribe. While the men taught their sons the ways of the Hunter, the women taught their daughters everything from speach, to psycological control over men, to management skills, to magic (finding stuff that made the fire burn differently).
The river the settlement was built on had a high frog population and the surrounding forests had a lot of moss, so the settlement came to be called MosKva.
 
Gov't Question Answers:

When I said cities, I did mean settlements, of all kinds. So if you were in classical age with tribalism, you could only have 3 towns, etc. You must build the settlements still, but you can't go over 3. Yes, when I said one less military unit it means off of the MAX you can support. You can switch governments at will, be beware, this IS a story nes still, so I can have rebellions, civil wars, or anything else that can happen when you switch.

Under the strict and organized supervision of the women rullers, the Russian tribe grew and prospered, and it was decided that another place suitable for a new village was needed. During the summer, the hunters were sent out for longer periods of time, so that they would wander farther away and posibly stumble on a good village spot. This change in their lifestyle caused the men to start talking amongst themselfves (they'd picked some of it up from the women while they were children) to try to understand why they "the meat winners" were considered the dumb ones.

JNESXIV First Update, 4900bc.

13 nations rise to power in the Eurasian frontier, including Vikingland, Russia, Euphrates Empire, Egypt, Spain, Milan, Carthage, France, Germany, Poland, England, Macedonia and Hmmland.

Exploration goes well for most nations, some recruit more men to form a second army to explore more land. Some savor their surplus of money, and build their economy.

Some are ruled by Despots who make their rule final through force. Others are ruled by a Tribal government, a loose and ancient confederation (non-elected).

Already in this early stage of development, barbarians make their appearance. In the river valley of Mesopotamia, a suspected Barbarian fort is striking fear along the Babylonian citizens. Along the Mediterranean coastline, there are many barbarian camps who still live hunter gathering and pillaging more civilized nations. Others roam central Europe and Godland.

You may be wondering why the map is like it is. Well, I will tell you. As of now, you only know the areas that white, and with your color around it. The black line surrounding your city represents the territory you control. When you explore, many things can happen. You may discover barbarians, who will want to destroy your nation (and pretty strong, mind you), join your nation (including free cities), free technologies, money, and even maps, lol. When you meet another nation you automatically get their map.

I moved for the people who did not do orders, so your welcome. Do not whine if it is not where you wanted to go.

Please note that a stone age fleet moves only by the coast, and I have lessened the moving distance.

I have added Vikingland as a NPC to fill up that part of the world.

I am also changing a rule slightly:

While you build a settlement (between the two turns it takes) you used to not be able to build anything else. Well, you can now. You still can't, however, build another settlement while building one.
