Journal Entry Number Un:

We have arrived in the land that our Lord has given us, and are now deciding where to place our first settlement, which will become our capitol. We asked the people where they would like the settlement to be placed, but so far we have been unable to decide on any plot of land.

End of Journal Entry Number Un.

Can someone help me pick a plot of land to settle onto?

Based only on the screenshot (meaning I'm not going to tell you to leave the tundra and looking for warmer lands which in your game may not exist), and assuming you're playing an End of Winter game:

I'd probably choose alongside the river, near where it forks. An Elven capitol on a forested river tile would enable future settlements to connect to the river (and thus to the capitol too) via a short road. That would limit roadbuilding which is usually good for Elves as their forest movement speed is excellent anyway and fewer roads through your forests will slow invaders.

But, that said, I'm not too thrilled about the tundra or resources.

Explore your surroundings before you settle. I would move at least 2 tiles SW to see if there is a river site with more resources and fewer mountains in your BFC
