The Hartlepool Plan
Set out by the UK's Foreign and Commonwealth Office the Hartlepool plan suggests that dual administration of the affected area should be implemented. A State should be created similar to the likes of Hong Kong, this state will be called Constantinople. The state shall have an Elected Parliament and an appointed Dual Administration Committee.
The Parliament is elected by the citizens of the nation and can pass laws only with the consent of the Dual Administration Committee which is half appointed from Constantinople Citizens by Yugoslavia and half by Rome.
To ensure that the split nature does not mean that there will also be a group of 10 citizens of Constantinople appointed by the Parliament in order to break ties between the two.
Parliament would have 48 seats the Dual Administration Committee would have 30+10 for tie breaking.
In matters of foreign and defence Constantinople would be legal required to maintain neutrality.

I think that answers my question in that you don't really want peace negotiations to occur at all.
