While the idea itself is nice, the UB isn't exactly appropriate for Rome... At least not as an opera house replacement. Its from an entirely different period and it grants bonuses during peace, contrary to the war based UA and UU (speaking of which, city attacks count as ranged, no need to mention that).

The design is based on Nero's focus on the Arts of the Roman people and his promotion of helping the lesser. The Unique Building does seem a little contradictory so I will fix that...

The interest is in a scenario I'm making (does anyone use those anymore?)
I was stuck between including Chile or New Zealand, but I decided on Chile because of your thread.
Do I have permission to use some of your Chilean ideas?

If you can code them, feel free to go ahead. Depending on what you may need I made an Allende Leaderscene, GPuzzle has a Balmaceda & a Pedro de Valdivia leaderscenes and of course there's Leugi's O'Higgins leaderscene.
