You have game running and than ur installing ?!? If yes than some files used by game cannot be changed by patch, becouse they are in use. But installer would inform you about that...
But come to think of it i might know what seems to be the problem. Have you uninstalled Warlords Total Realism 2.0 beta2 before installing Warlords Total Realism 2.0 beta3 ?
I cant actually say what to do as i dont see this. But uninstalling all components in this order : mods, patches, Warlords, Civ IV should "eraze" that problem (after uninstall check if cashe and custom assets folers have "dissapeared", delate them if they exest). Now all you have to do is to install Civ IV (dont bother with 1.61 patch, maybe even better without it), install Warlords, patch Warlords 2.08 (do not use hotfix that has been shown up latelly, fixing Hotseat. It might change some SDK or Python therefore be incompatibile with beta3), and finally install Warlords Total Realism 2.0 beta3.
If that wont help, ckeck if you have successfully downloaded (upload is sending, english exercise

) Warlords Total Realism 2.0 beta3. Normally cutting/breaking download makes file unreadable and Windows instantly informs you about it (CRC error).
If that also doesnt help it might be fact that file in sourceforge.net got somehow damaged, but that almost impossible. One becouse sourceforge would loose prestige, two becouse even so CRC error would appear.
Anyway try launching game in all possible ways. From main TR shortcut, Worldmap shortcut, via Warlords advanced, saves (but since you didnt play...), maps.
If one of them crashes i try another one.
And say when does it crash. Instant or when "XML uncashed" ?
Last thing possible is your PC.
