Rathaus is best, IMO, followed by the Ikhanda.

Though Charlemange might be the worst leader possible for an OCC.
 
monty's UB is really nifty! i didn't used to whip much but i learned how by using sac altars, and actually had hubby pre-check the map and add some extra food so that i could whip 'em more than usual, just to get the hang of it. the problem is, i can't stand to actually play as him. the jaguar outfits are really tacky.

Maybe we could make war safer somehow... Safety goggles, perhaps.;)
 
Also, with my workers, I pop one or two, and then in the late game where I need them more than ever, I build a few or capture them off my enemies! MUHAHAHAHA!!!

A Rathaus would help me out with my late-game conquests better too...
 
All three are indeed excellent UBs. I really like the Ziggarut for two reasons:
1) I can run early spy specialists to get early Scotland Yards/Infiltrators. The early edge in espionage points helps protect me through the entire game: making it harder for my enemies to run missiions against me; giving me an earlier window into their cities and research.
2) While the Rathaus provides a better overall reduction in maintenance costs, the Ziggarut comes much earlier and allows me to continue to expand right when I need it most. I can push my REX phase just a little bit longer without tanking my scince slider completely.

The Sacrificial Alter is really in a class by itself: there is no other way in the game to do what it does (until the Globe Theater). It is extremely powerful at slower game speeds (epic/marathon). It helps to prioritize food techs/tiles.

Monty gets cheap Barracks, as well. I usually get 2 or 3 really high food cities: whip Granary, Whip Altar, whip Barracks, whip troops, whip troops, whip troops. . . The city grows back and gets happy at around the same time. This lets my other cities concentrate on infrastructure, wonders or GP farming.
 
Before yesterday, I would say the Rathaus*. An extra -25% maintenance? For a UB, you can't beat that with a stick. But yesterday, I did something I've never done before: I enacted the slavery labor civic. I fought with myself over the prospect employing such a reprehensible policy. The dishonor and feelings of being of less of a man have prevented me using slavery since Vanilla CivIV. However, my urge to become a better player finely overcame my ethical qualms, so I swallowed my pride and I stared whipping away. I'm enjoying it so much that next game I'm going to stoop even lower and play as that detestable Monty b@st@rd, just so that I can use the Sacrificial Alter!

As an historic sidebar: In Augsburg, Germany there's an awesome Rathaus. Inside it there's a HUGE main room that has 24 tons of gold leaf on the ceiling. The building is tall, also. It has a tower attached, that from the top of which, you can see the entire city and all of the surrounding countryside. After reading the UB and remembering my visits to it, I'd say that it is an excellent choice for a civ's UB.
