. . . are ridiculously powerful. On King the AI is pathetic and waits until the Renaissance era to expand past two cities, but on Emperor I get attacked by 3 Levies and 1 Composite Archer who chew through 3 Swordsmen, 2 Spearmen, and 1 Composite archer. They had to come through two choke points and still wiped out my units two at a time.

Having Iron should give you a leg up so you can compete against the stupid AI Levies.
 
Levies should be 14 with no attack bonus. That seems balanced for swordsman at 15 with attack and defense bonuses. Sounds like a glitch?
 
I haven't noticed any unusually strong vanguard units, but there seems to be a glitch where you can buy them with faith even if you don't have the holy warriors belief.
 
Also the religious beliefs that provide benefits with buildings (+food on shrines for example) seem to be broken as well.
 
Buildings beliefs definitely still work (mosque,monastery, etc), and most of the pantheon ones were working in my last game.

It looks like it has to do with building-improving ones that are being impacted?

Second the belief buying for vanguards issue. It also allows you to faith-buy outside whether you have the tech or not to build them.
 
Ah, perhaps that's why a) they showed up so early and b) he had so many (more kept coming). I'll reload an earlier save and see if I can tell what's going on and if I was just overreacting to getting wiped when I expected to cut his units down without breaking a sweat.
 
In my current game it seemed like Austria was buying several Skirmishers each round, and sometimes it seemed from the same city but it is hard to tell. The name of the folder is "G&K Enhanced Mod (v1.6.14 Beta) (v 1)" so what's 1.6.13?
 
Oh, I meant v15.

There was a bug reported elsewhere that the AI priority for skirmishers was still set to their more powerful & higher tech version. I adjusted it to fit their new position on the tech tree for v15.
