I must have played 1,000 random map games and every single time, the European leaders are wusses and it's the African leaders (Mali & Ethiopian) that are the biggest trouble-makers in 99.9% of my random games... while Churchill, Napoleon and the other Euro leaders are always backwards tech-wise, the Africans lead the pack.
I've gotten so tired of it, I've been thinking about reversing some AI routines in my mod.
Clearly the Mali and Ethiopians have far superior AI routines.
I'll work him into the Wolfshanze Mod, though I'm nowhere near ready to release another version.

Re-arming the military, Line of Death/bombing Libya, Marines to Lebanon, funding Mujahideen, Cold War tactics, Missiles to Europe, Iran Hostages released before he could bomb them, the list goes on... Reagan was about as aggressive on foreign policy as it got.

Charismatic takes care of your warmongering by itself. Cha is a warmongers trait, I don't think you need to give him aggressive. The eighties was also a decent economic boom period, I'd go with Cha/Fin myself.
