I must have played 1,000 random map games and every single time, the European leaders are wusses and it's the African leaders (Mali & Ethiopian) that are the biggest trouble-makers in 99.9% of my random games... while Churchill, Napoleon and the other Euro leaders are always backwards tech-wise, the Africans lead the pack.i was thinking charismatic/industrious...aggressive could be for the military build up

Re-arming the military, Line of Death/bombing Libya, Marines to Lebanon, funding Mujahideen, Cold War tactics, Missiles to Europe, Iran Hostages released before he could bomb them, the list goes on... Reagan was about as aggressive on foreign policy as it got.He was super-aggressive in his foreign affair (Star Wars, Iran Contra, Grenada, etc.)
