Wait: I cant think of any capital that has an English X in it. Is the clue in English, or is it in another language, say Greek?

Mesoamerican civs probably wouldn't control Byblos though...

By that time Byblos fall from prominence and take a look at the map, the border ends a little north of Byblos which rules out Armenia which is northern to Byblos.

I am pretty sure it is the New kingdom led by Tut with the capital being Luxor, I mean who else in that region only became known post mortem?
 
Seriously it was too much clues. I was hoping its not Egypt though.
(Also: Tutankhamen is Hebrew for "strawberry rests a lot".)

(not saying that it is herod, because it doesn't fit the clues)
