When does placing a building push the boundaries of a settlement? I've seen the boundaries extend out and not and I can't figure out what the difference is.
I've definitely seen situations where the borders were not pushed even tho the tiles beyond were neutral and I was not at the 3 tile limit yet. Perhaps just another bug?

I yet to see this in 100 hours of play. Do you have a save file for an example?
I checked your screenshot and don't see anything out of the ordinary. Seems you are running custom mods? If you have any oddities, removing mods would be the first thing to consider.

I saw something similar yesterday. First time in 90 hours of play. So it may be a new bug introduced or else it’s just very rare. I expanded out the city with a new rural district and expected to see the boundaries expand and they didn’t.
I also got a new bug I’d never seen before where a unit was depicted graphically on a tile adjacent to the one it was actually on. I was very confused as to what was going on. If I just remembered the unit was on the tile next to the one it was shown on, I could continue playing, but it was very clearly some sort of graphical glitch. It’s possible the boundary expansion situation is similarly a graphical issue.
In pursuit of the great library you want codices. But do you need to be the first to discover that particular codex? I did all I needed to do but got stuck at 8!

No, you do not need to be first, everybody can get a codex from each mastery/civic. The only one that you have to race for is the Nalanda wonder. But you can get 10 without that.
Did you check in the great work screen if you have actually more than 8 but can't slot in more than 8? If you ave researched all masteries, you should get to 10.
I just recalculated. You may have all codices from the tech and civic trees. You usually get 1-3 from events (e.g., when building your first library). Did you by any chance take the other option then? Because, if you don‘t take any from events and none from CS, and don’t build Nalanda, there are only 8.
in modern age I just wasted 1000s of influence to repeatedly click on the "Sabotage space program" against revolutionary napoleon, just to have each attempt followed by "Your sabotage space program diplomatic action has been cancelled"...how is this supposed to work?
Anyone know the difference between the aerodrome commander and the squadron commander? I'm a bit confused on this. Especially when they end up on the same tile, and your air units will stack with one and not the other.

The Squadron Commander has a little wing icon and the Aerodrome Commander has a little airplane icon. Deploy the Squadron Commander to a different tile, otherwise sorting them out will be a pain. The Squadron Commander can be moved, the Aerodrome Commander can't.
What are the requirements for Spain's unique buildings? In my last game, I eas constantly getting no suitable place to construct the 2nd one, even though it just says build in homeland. There is clearly more.
