in modern age I just wasted 1000s of influence to repeatedly click on the "Sabotage space program" against revolutionary napoleon, just to have each attempt followed by "Your sabotage space program diplomatic action has been cancelled"...how is this supposed to work?
Word on the street is that this is currently broken. I haven't personally tried it.

The AIs science and culture output mostly depends on their amount of cities. And yes, cities, not settlements. They don‘t get free yields or free techs as in some previous civ games. They just get a % increase/decrease on their actual yields from playing the game. Yet, all of these are very low!
 
Can you post a screenshot?
Unfortunately no since it was a few games ago. But basically I could build the first building but almost never the 2nd. These were in coastal cities on my homeland like my capital. I couldn't find any reason behind it as I clearly met the requirements of homeland and I was able to build the other building...

Some civs have as many as 20 settlements or as few as 4. You have to ask why there's a science gap?

So if in convert a town into a city, the capital grows slower?
If that town was supplying food the capital, yes. That's not always the case, though.
 
What are the requirements for Spain's unique buildings? In my last game, I eas constantly getting no suitable place to construct the 2nd one, even though it just says build in homeland. There is clearly more.
Casa consistorial can only be built in tiles adjacent to coast.

Casa Contratacion cannot be built in distant lands !
 
Does anyone know how there can be x3 settlers in this capital hex? It was mildly amusing (and quite advantageous for experience) when the damage from my slingers was applied to the military units that occasionally spawn there but now Fred is using his settlers as meat shields as his archers reign arrows onto my hapless slingers (which is not quite as fun).

It seems i can devide the food form a town to more than one city. How do i do that? Where do i see how much food is going to a city and to wich city it is going?
 
Sometimes the AI offers me an alliance. When I accept that and they are involved in a war, then I have to join the war or quit the alliance the very next turn. So my question is: Can I somehow check if the AI civ (which offers the alliance) is currently at war with someone without leaving that trade window? Or do I have to click my way through to the other diplomacy window every time in such a situation?

You don't get to choose; it is assigned automatically. If you look in the city details screen, it will show you how much food is going where.

No. You have to close the dialog, check the relationship in the diplomacy screen, then come back.

There is probably a bug that lets the AI decline to move units out of the city center when there are enemy units around, so they stack up.

It's because your town isn't big enough and isn't specialized. Until it reaches size 7 all food will go to that town so it can grow. Once it reaches size 7, or higher, you can specialize the town which then sends its food to your cities.

Do you have tutorials enabled? From your questions, it does not appear so. The civilopedia also has answers.

You may also enjoy reading the official game guide. They are labeled dev diaries, but they explain many of the mechanics.
