I yet to see this in 100 hours of play. Do you have a save file for an example?I've definitely seen situations where the borders were not pushed even tho the tiles beyond were neutral and I was not at the 3 tile limit yet. Perhaps just another bug?
I saw something similar yesterday. First time in 90 hours of play. So it may be a new bug introduced or else it’s just very rare. I checked your screenshot and don't see anything out of the ordinary. Seems you are running custom mods? If you have any oddities, removing mods would be the first thing to consider.

No, you do not need to be first, everybody can get a codex from each mastery/civic. The only one that you have to race for is the Nalanda wonder. But you can get 10 without that.In pursuit of the great library you want codices. But do you need to be the first to discover that particular codex? I did all I needed to do but got stuck at 8!
I just recalculated. You may have all codices from the tech and civic trees. You usually get 1-3 from events (e.g., when building your first library). Did you by any chance take the other option then? Because, if you don‘t take any from events and none from CS, and don’t build Nalanda, there are only 8.Thanks, I believe I checked. The Squadron Commander has a little wing icon and the Aerodrome Commander has a little airplane icon. Deploy the Squadron Commander to a different tile, otherwise sorting them out will be a pain. The Squadron Commander can be moved, the Aerodrome Commander can't.Anyone know the difference between the aerodrome commander and the squadron commander? I'm a bit confused on this. Especially when they end up on the same tile, and your air units will stack with one and not the other.
