What am I missing? Why no project available?
*I'm wondering whether I'm missing something obvious or whether the older version of Sukritact's UI mod I've installed is the reason.

Is there a bug involving attacking Independents in the Modern age? I can't start an attack with ranged units. I have to move Cavalry or Infantry to attack first. So I'm having a real hard time, i.e. impossible, doing naval attacks.

Nevermind, i figured out you just have to move your Ship into the city square like it was going to sail into land

Naval attacks still seem kind of weird. I'm on PC, but usually ranged option works on land units, but to attack other ships or embarked units I have to move onto their tile.
 
And that begs the question; what if it's 1 tile inland? I can't Naval bombard to soften it up before my land units move in?
 
I think it's a feature, not a bug. That way the game avoids weird melee/ranged ship distinction from Civ6.

I do not remember having this difficulty in the Exploration Age, I believe this only started in the Modern Age. I took several Independants out in all 3 ages. My Commander doesn't even get the Focus Fire option, so i know this is a bug with Modern Age only.
 
If I have a settlement on another continent from my capital, I can still put a factory there if I have a rail station and a port in both cities. Ok great.

But if I have one of those rinkydink island settlements and I build a port there, that is not good enough to let me build a factory right? I would need a rail station too, even though there is literally nothing on the same land mass to connect a railroad to?
 
I just had the same thing in my game where I was conquering. I got to -30 or so.
The hub town specialization (+2 influence for each connected settlement) is essential for a warmonger game. You can pretty easily get 8-10 extra influence from a single town.

It's just a lack of feature, we need declare war option against IPs.
 
Does snow affect tile yields? Can't tell if it does, and would be odd if it does anyway considering it always seems to vanish over time.
 
If all artifacts are gone from the map, and you don't have any tiles left to overbuild, are you locked out of a Culture Victory in the modern age? The age counter is only at like 35% but all artifacts from both eras seem to have been claimed, and I only have 10 of them... (including the one from CS suzerainty)

Someone reported getting multiple from overbuilding
 
Ships are melee against other ships, ranged against land.
Think there's sort of a bug here because the fleet commander "land attack" can be used against other navy/embarked, and if there's multiple ships attacking I think only one then goes to the adjacent tile
 
What determines whether or not a sea unit/fleet commander can be put on alert?

As an example, I have a fleet commander here that can't be put on alert (only to sleep):

But this other fleet commander over yonder has the option to be put on alert:

I'm not anywhere in visibility on either side, so I don't get why the former fleet commander can't be put on alert.

There are narrative events, which could grant you artifacts, but generally yes, cultural victory is about digging race, if you didn't perform well in it, try another victory, they all are really achievable.
 
My capital is full and I cannot build a railway station there, which means none of my cities can be connected by rail, which means none of my cities can build factories. This is my first game so I had no idea I needed to save space in my capital for this. Any way to fix this or should I just give up?

The only solution I can think of if there's really not a single tile available or that could become available to your capital would be to get the AI to conquer your capital, which I believe should move capital status to another city? (At least that's how it worked in previous games iirc.) Although it'd probably be easier to just go for another victory this game and next time be able to plan ahead.
