No, it'd be free of charge. Usually, randomly removing capitals from one city to another would cause a slight stability loss, but considering your government and people want it in London, it's not problem.

Well, Heraclius signed on for it, but I haven't heard from him. I give players two updates usually, before I drop them. Since he's been inactive, and not responded to my Wall Post, I'll handle any NPC diplo you may want to enact.

Tanzanian President Christopher Mobutu walked ranks of the new division. He took in their faces, Black and European alike. Could they hold up to the stress of combat he thought, as he gingerly touched his glass eye? A group of raiders had gotten the jump on his patrol and nearly carved out Christopher’s throat, in hind sight the eye was a small sacrifice, but it had cost him his marriage, and his job. Now he believed he was married to his country, the little piece of Africa he called his home.

The schools were excellent, the water was clean, coal burning power plants had been restored, and the people were happy and productive. Could these men hold the line, and help prevent the country from slipping back into turmoil. As he walked the ranks he looked at their combat gear and weapons. Stenciled on some of the rifle stocks was a mix of Swedish runes, which had taken the form of a fad amongst the troops, some going so far as putting them on their helmets. The president also noted the presence of symbols of ancient Africa in equal abundance. Christopher and his staff came up on the division’s heavy main battle tanks. They were then greeted by the Commanding officer of the Division, who quickly snapped a salute. The President returned it, and handed the man a customized combat dagger as a show of good faith. The Commanding Officer saluted again, the president saluted again and turned back to his motorcade convinced his country was in capable hands.

Pope Alexander IX, President Pontificate of the Holy United States of Europe was depressed. He looked at the reports of his predessor. Continuing the war in England was a folly. They had a fervour in them they made the new Pope think that maybe even crushing them wouldn't help. They'd just come back. He'd also have to contend with Scotland and Wales eventually.

He made his way to the bottom of the pile, the latest cables between diplomats. Reading them, his eyes widened. He called for his head diplomat.

"Yes, your holiness?"

"What are these?"

"Diplomatic cables, your holiness. I talk to the heretics in England, and they respond back."

"Well send them a new one. I'm tired of this. This doctrine ends now. Pull out of England. Let them deal with their own problems."

"Your grace, are you sure? I..."

"Enough! Now leave and do as I say, or I will strip you of your title and find somebody else. Now."

The diplomat trotted out of the hall and got on the line to Nottingham.
