Some thoughts:
We have to be careful of war weariness. With no luxuries to help we are very suseptible to unhappiness. We need to use our religious attribute and build cheap temples and cathedrals. (I forgot to note if Rome might have any luxuries on hand that we might be able to take). If we start to lose units or our cities get to be too big we are going to have to start to kick in some entertainment tax.
The Romans had 3 techs that we didn't, we had 1 that they didn't. Our workers can help by building roads to increase our revenues. We also will need to get Literature so we can build libraries and possibly rush the Great Library with a great leader. But as long as we only know one civ the GL won't help us. I would think that our first great leader should build an army so we can win a battle and build Heroic Epic, our second leader can be considered for rushing a wonder. But this decision could be a close call depending on the situation.
Right now we seem to have a fairly good position on the northern end of this peninsula with a narrow area that we can defend far from our main cities. This may allow us to build our infrastructure while we send a few units south to the frontlines. Some spearmen would be helpful down there (Tokyo could be changed to produce a spearman on the next turn), fortified in the forest. The small stack that we have should probably be moved one square south to get a better sense of what we are up against. This may also give us a better position in that we will still be in forest (25% defensive bonus) while attacking units may be in an unprotected terrain, but from the fringes of the squares it appears that there is more forest for them to hide in down there.
We need more workers. It might make sense to switch Edo to a worker and then produce a settler. The worker(s) up there should improve a couple squares with mines and roads and then we can produce workers and settlers fairly quickly.
