Logic behind the time restrictions for HOF

An "old" thread, but the reading is soooo interresting!!

I love golf and I find the spirit of the GOTM/WOTM/HOF very interresting and similar to golf, with every one being very patient and well educated when answering! I have not seen this in many forums...

But, how many among the golf players have: 1-red the Rules of Golf, 2- understood it???
I have done 1 at 90%, and 2 at (I hope) 40%... and I am sure to be in the highest range!...

HOF is the same: rules, less complex than golf, but for a genre where most players have not even red the original manual (not talking about how many have red the EULA when installing the game?...).
I am new in this wotm/hof things, and I did not find easy the way it is organised for new-comers. Easy to get lost with links sending to threads, refering to more threads.

I find very great the answers of the volunteers who are in charge of the policies.
Keeping things as simple as possible is the only way the have more common-sense rules than "lawyer" style rules.

2 questions:

1- Why not, when starting a HOF game, having a popup recalling 1 by 1 what are the rules implemented in this mode, clearly saying what is ok with Civ4 and what is ok with Warlords? It is not a garranty it will be red, only a simplification for being sure that any one think about the same thing

2- (Certainly stupid ideas, perhaps put in the 12456 in this huuuuuuge forum...)
When starting a HOF game to be submitted, we must be connected to the internet,
> when starting a new game: the intenal saved game is sent to civfanatics's server(s), stored under the forum name (in my case, jprc). A unique key is sent back to the game.
> when exiting the game, the saved game checksum is sent to the server, with the unique key, and check if it is consistent.
> when reloading the game, the game finishes reloading only if the checksum of this save matches the one in the server. If not, the unique key is supressed
> when ending the game, the game is automatically submitted

Does it sound realistic?

I for one would be opposed to a feature like this. I play most games on a pc that is not always connected to the internet - and doing so would cost me a fortune. That is a reason why I don't play online games. Also I like to experiment and only after the game ist finished decide, whether I submit it - automatic submission would certainly reduce the fun I have in playing - and keep me from participating in the hof.
 
I believe in HOF III and partially in this HOF it was used in order to avoid certain forms of cheating.
Yes, that is the likely real reason. Somethings are not politically correct to speak about.
