We condemn this sneak attack by the Prussians and Finnish governments, our armies have none the less defended bravely and held them back before any serious damage could be inflicted upon us.
of course Prussian claims of "oppressed Russian masses " is a blatant lie, our Tsar has increased funding to our public services and in fact has established a Duma so that citizens could voice their thoughts to the leadership of Russia.
Of course Prussia refuses to acknowledge its decision to attack Russia for no reason other than our own refusal to give up Russian land so close to one of our major cities, we implore the nations of the world to stand up to this aggressor before it is too late.

I know, therefore I am reluctant to send in troops.
If you wish to colonize me, you wil have to go thru 2 neutral countries, and that won't be pretty.
EDIT: I will not help the Prussian Unnion, unless you attack me. THat will undoubtably result in me getting pwned, and you taking minimal damage. It will still hurt us both. I am simply, well, lets say that's reserved for the future.
