The Emperor sets a small stack of papers on the podium and takes a sip of water before beginning to speak.
Greetings. As you are all well aware, the continued success of the Louisianan Empire is in many regards a direct function of its military prowess, not simply when compared to its neighbors, but indeed when ranked against most nations in the world. It is notable that within the realm of tactical military science the two chief areas in which the success of a given soldier is determined are his equipment and his training.
Although we continue to develop and refine our officer cadre and our methods of training our fighting men, it is obvious that measures must be taken to ensure that the other arena of performance, that of equipment, is of chief concern to our continued success in all defense situations in which the Empire might find itself, present and future.
The Emperor combs back his hair and clears his throat.
As such, it is my pleasure today to announce the formation of two new institutions to help enable the Empire to continue its success in military affairs. The first of these is the Groupement des Industries de l'Armée de Terre (or GIAT Industries)
[1], a corporation responsible directly to the government
[2] whose function shall be testing, development, and production of assorted military equipment for the Empire. This will serve to both standardize all military related equipment and to provide a source of quality control to ensure it is of the highest standards. Its headquarters will be located within the national capital of Denver.
The second organization, Fabrique Nationale d'Armes de Guerre (or FN)
[3] will be charged with the production of all infantry firearms and bladed weapons, in order to meet similar standards of quality while maintaining a more directed focus on the special needs of the infantry in regard to firearm performance. It shall be headquartered within the newly established city of Lac Salé
[4] where it shall begin immediate establishment of its production facilities and testing to determine the official firearms of Imperial soldiers.
It is the estimation of both myself and senior military commanders that the establishment of both these groups shall continue to ensure the security and integrity of our nation. Thank you, and God bless the Empire!
