Russia formerly recognizes the Hungarian independence from Austria. However, we have no involvement in this conflict (nor do we wish to) therefore we will leave it to the belligerents (Germany, Italy and Austria) to create the peace. We do wish to mediate the peace, to maintain a balance of powers in Central Europe. This said, we will no claims to support either side or to gain territory. We will urge the Austrian Emperor to surrender and accept a peace before his Empire is swallowed in it's entirety.

My guess is that you would of lost another 5 when I crossed the Alps and took more of your territory, to the rebellions, and to when Germany took your northern frontiers.

That's not hostile. Hostile would be marching troops into your land and building the forts on your territory. This is defensive. I mean no harm to your nation, but I must take precautions to defend from invasion. To this end, there will be more forts constructed on other borders. You should be honoured, we considered you the biggest threat, and gave priority to those forts. And what do you mean "many" suspiscious moves? I modernised my military thought, and I built some defenses. I imagine you'd do the same in my position. If you refer to the specific jungle training, again, you're probably the biggest threat to me right now, and hence we prepared to fight a counteroffensive. Our intentions are not hostile, but we aren't going to let you trample us if you invaded. We have no intention of causing you harm in the forseeable future, so calm down. Chill. Relax.
