High upkeep: available with Literature and requires that the Heroic Epic be built (resembling a strong warrior ethic)
All Melee units start with a free Combat 1 promotion. Aggressive leaders will produce Melee units with Combat 2!

All Melee units have a 10% withdrawal chance

Adds a new Specialist: Martial-Arts Instructor (+1 :health: and +2 :culture:, +3 :gp: toward a Martial-Arts Celebrity). A civilization that is under the influence of a Media-Driven Ninja Craze can run as many Martial-Arts Instructors as their cities' populations can support.
Adds a new type of Great Person: Martial-Arts Celebrity! All Wonder-provided GPP (from Great Wonders or National Wonders) will become Martial-Arts Celebrity GPP while the Media-Driven Ninja Craze is in effect. Martial-Arts Celebrity GPP are also generated by Martial-Arts Instructors (see above).
Martial-Arts Celebrities can be used to build a Martial-Arts Academy (+2 XP to all ground troops), star in an action-movie blockbuster (makes a huge amount of money), settle to provide +3 :health: and +6 :culture:, or lead troops like a Warlord. Finally, a Martial-Arts Celebrity can spark a Golden Age all by himself!


Explanations:
Bare-Knuckled Slugging is simply guys beating each other up in any old way. Thog smash puny man!
Ritual Combat is basically gladiators. I AM SPARTACUS!
Pankration is a warrior ethic that permeates the entire society. WE ARE SPARTA!!!
Zen and the Art of Beating People Up is a cliched interpretation of mystical Oriental martial arts. Watch an episode of Kung Fu for more details.
Finally, the Media-Driven Ninja Craze represents a pop-culture fascination with the martial arts. Yes, Chuck Norris is a Martial-Arts Celebrity. :D

I don't know if mine can compete with Prebral's or TheAmerican's serious attempts, because both look well-thought out and aren't complete jokes (although I think a Chuck Norris civic category is hilarious).

My civics category is inspired by the SMAC "Values" category. I figured that since there are 5 civics categories now and a sixth will increase your civic upkeep cost by roughly 20%, I should make a category that has no effect early on, then gives small bonuses with the increased maintenance cost as an opportunity cost (I'm with Lurking Liu here on civics design--minimal changes, preferably a few bonuses and no penalties). The default civic has no upkeep, so your early game is the same in terms of civic upkeep. Then, starting in the Classical until the Renaissance, you have these options to provide boosts at the expense of forfeiting a no-upkeep civic. Towards the end of the game, you might actually be tempted to switch back to "Survival" to save on upkeep costs...which I think is a neat little feature, and oft appropriate against the craziness of the modern era. :)

So, here goes:

The Values Civics:
  • Survival: No upkeep, default
  • Power: Medium upkeep, support an additional X/2 military units, req. Monarchy
  • Piety: Medium upkeep, +1 :) in cities with :religion:, req. Theology
  • Organization: Medium upkeep, -33% number of cities maintenance, req. Civil Service
  • Liberty: Low upkeep, +25% :gp:, req. Constitution

...where X is the value calculated for determining how many extra units you can support from the Vassalage civic.

Overall, I'm not happy about my Liberty civic. I had about 8 ideas for values, and figured the above ones were pretty good (I was considering the SMAC values of Wealth and Knowledge, but decided against them). I wanted something that provided a logical boost for both a cottage and specialist-style economy, but ended up with something I didn't care for all that much. I was thinking a +1 :) from Courthouses and something else, maybe Universities, but it just wasn't coming together. Perhaps +.5 :) per town?

In any case, what does everybody else think?

-1 diplomatic modifier with a respective civ for each city with a minority over 30 percent.
Your civilization influence grows 1 percent each turn in each your city and does not decrease.
+100 percent state religion spread within cultural borders.
State strongly encourages assimilation of minoritites, no matter if in a violent or peaceful way.

Group superiority
Req. Feudalism.
Low Upkeep.
+ 2 :) in each city with cultural majority of owner civ.
+ 20 percent :gp: in each city with state religion.
+ 10 percent :hammers: and +1 :mad: in each city with an other civ's minority over 30 percent or a non-state religion. Not cumulative.
One of cultural groups is considered to be superior to others and rules the state. Other minorities are equal in their inferiority. State does not attempt to assimilate minorities on a large scale, just rules them. Includes things like nomadic empires, british imperial "White man's burden", some islamic states through history etc.

Apartheid
Req. Constitution
High Upkeep.
No religion spread (includes state religion and missionaries).
+ 30 percent chance of enemy spy failure, enemy passive espionage requires 100 percent more :espionage: points
Each city garrison unit is counted twice when determining cultural flip probability.
Minorities are tending to be separated. Some of them may be considered inferior, but not necessarilly - this can range from a federal state with parallel institutions to a completelly rasisitic state. In this civic system, Apartheid differs from Group superiority in an important way - societies with a Group superiority try to incorporate minorities into the state, even if in an inferior position. Apartheid societies just want them out of the sight and doing no mess.

Multicultural
Req. Democracy
Medium Upkeep.
+ 10 percent culture for each non-state religion present in a city.
Allows to build civ-specific units and buildings in each your city, where the respective civ minority is over 30 percent. Only one instance of a building type can be built (you can build an Obelisk, a Stele or a Totem pole, but not all three of them)
- 25 percent :espionage:
Minorities are encouraged to keep their way of life within few basic limits to increase cultural diversity of the state.

I like this...but why the espiagnoge hit from multicultural? I, as much as anyone, want that to have a downside, but that one seems a little odd. Also, due to my lack of knowledge of cultural flip, I'm not sure what Apartheid does. Honestly, Multicultural seems op to me.

Camping Trips: low upkeep, +:) / forest preserve in BFC, +:health:, requires Ecology.
Sunbathing: high upkeep, +10% :gold: in coastal cities, requires Mass Media.
 
Frob, your civics are a crack-up - especially the names; "Avant-Garde Art Exhibitions" should keep me chuckling for a while...
 
They are quite entertaining. I was thinking of taking all his Civics categories, stripping the current Civ4 civic system, and plugging them all in for a good laugh, but I don't have the time. :)
