Manual tiles managing icons problem

Im not sure why, but tiles managing icons looks like this (picture #1) on my computer and because of that i cant manage citys workforce properly. The same problem is with some icons in Tech tree (picture #2).
I tried to change screen resolution, but it didnt helped.

Im sure this is not a bug, but this is realy annoying and i cant play the way CivV suppose to be played. So im asking for help.
Maybe, someone can tell how to fix these problems. Thnx a lot.

Hi,
I also have this exact same icon issue. It's quite annoying, especially now I am starting to follow some of the advanced training videos and make use of tile micromanagement. I'm sure it worked ok when I first downloaded the app over Steam in 2010, but it broke some time since, possibly after I installed one of the DLCs. I have all the DLCs except the last one (Korea).
If it helps, I am running Civ version 1.0.1.511, running on Windows 7.
Any ideas?

Should be fixed through verification of the game files via the steam application.

Good suggestion. I tried the verify option. It said there was 1 corrupt file, so I did the update but the problem was still there. Then when I tried to verify again it still said there was 1 file corrupt.
So I thought, why not, I uninstalled and re-downloaded the whole thing, checking after uninstallation that all the files had been deleted from "C:\Program Files (x86)\Steam\steamapps\common\sid meier's civilization v".
Now the icon problem is still there, and when I do the verify option, it still says there is 1 corrupt file!!

I've been having this same exact problem for a year now. Verifying integrity doesn't solve it at all.

Is this due to being on lowest graphic settings?

Found it It seems to be because I was running DirectX 9 instead of DirectX 11. The fix is to change Steam so it doesn't run in Vista mode:
