Well ... getting a faction close to your base is ... not too uncommon in CIV:BE.
But what I saw in my current game is just ...
PLaying on a massive! map with all factions, 3 of them (thankfully not me) ended up 10 hexes apart... Don't get me wrong, not spaced 10 hexes. But Freeland in the west, 4 empty hexes, then Khrabrost, another 4 hexes and finally Magan...
On a massive map there is surely enough space to distribute a tad more ... evenly?
Honestly firaxis guys, you gotta fix this seeding. If I play with several factions, I don't want them placed in a way that several of them will be vanquished by necessity in a mater of a few turns. If I want less factions, I can do so via the game setup.
