a battleship should be ready to disconnect the other rubber source next turn
settler in place to build on ruins of Tientsen (or next tile over), so the RR can
be used full speed for attacking units.
Probably don't need any more explorers but i didn't mess with builds
building some cruise missiles for use on tougher defenders and as we extend the lines,
need some MI for defense of target points, and to defend arty stacks.
